CSU Budget -- General Session -- (everyone attends)

Presenter: Debbie Brothwell (Director, Budget and Analytic Business Services, Cal Poly San Luis Obispo)

How the economic problems of the State of California affect the CSU and your department. This session will review the 2008-2009 and 2009-2010 Budget, including the reductions imposed by the Governor’s Special Session. We review the problem and discuss the CSU’s solution along with the positive effects of RMP.

Facilitators: Donna Gillott-Monsoor (AA/S for Provost and VP for Academic Affairs, Sac State) & Robin Pollock (AA/S, College of Social Sciences & Interdisciplinary Studies, Sac State)

In this session, you will follow the budget allocation process from the Office of Academic Affairs to the colleges and from a college to its departments. Topics will include the various funding models used in determining program center budgets with samples of worksheets, as well as projecting year-end balances early in the Fall semester for use in multiple-year planning. Questions and strategy sharing are encouraged.

It's been said we lose 1.5 months a year, one hour a day gets wasted. Learn how to handle interruptions, manage the paper flow, prioritize more effectively, identify the time gobblers (processes, people, procedures, equipment), set smarter boundaries, utilize the 4 D's of time management and dozens of other tips to create smarter time management habits that will actually add time to your day!

Facilitators: Lauri Reilly (Accounts Payable Manager, Chancellor?s Office) & Don Green (Director, Contracts and Procurement, CSU Fullerton)

Executive Order 761 assigned responsibility to each campus to develop written policies and procedures for the payment of hospitality expenses. Lauri will briefly share her experience of implementing and monitoring the guidelines developed at one campus. Michelle will discuss how catering is handled at Sacramento State and Don will discuss how off-campus catering policies were developed at Fullerton. Attendees will be encouraged to share the policies and procedures from their own campus.

Facilitators: Edith Winterhalter (Budget Analyst, Academic Resources & Planning, CSU Northridge), Daniel Vaughn (Coordinator of Academic Resources, College of Engineering and Computer Science, CSU Northridge), & Julie Todd (SOLAR Coordinator, College of Health and Human Development, CSU Northridge).

A demo on an Excel-based template designed to ease the reconciliation process for college and department personnel. The template eliminates double-entry of records into separate requisition logs and shadow spreadsheets thus saving time and reducing data entry errors. Accomodates all transactions from different fund types (General Fund, Trust, Lottery, IRA, and auxiliary accounts) thereby eliminating the need to keep separate records of different funds. Allows for cost and budget revenue projections giving the department a more accurate balance from each fund. The template utilizes several Excel tools such as 1) LOOKUP to verify the account codes used in each transaction, 2) VALIDATION RULE that limits entries to allowable values thus reducing errors, and 3) PIVOT TABLES to general multiple management financial reports in an easy-to-read format.

Human Resources/Labor Relations Panel: HR talks about your important issues -- General Session -- (everyone attends)

Facilitators: Gail Brooks (Vice Chancellor for Human Resources, Chancellor's Office) & Labor Relations Panel: Evelyn Nazario (Senior Director, Compensation, Chancellor's Office) & Bill Candella (Senior Director, Collective Bargaining, Chancellor's Office).

The panelists will provide a broad overview of HR and labor relations, and how their interaction translates to practices on campuses and colleges. The session will discuss the interpretation of provisions in the collective bargaining agreements and impacts to campuses. Specific topics may include in-range progressions, reclassifications, and salary structures.

Facilitators: Sue DeRosa (Director of Sponsored Programs, Chancellor's Office)

Grants 101:  Things your mother should have told you about grants and contracts.  Learn from the sponsored programs director in the Chancellor’s Office about grant and contract administration, rules, regulations, etc.  Presentation will include how the proposal starts with the P.I. and how the college may receive funds – to the culmination of the award closeout process.  Time permitting, discussion about the new ICSUAM manual (which is replacing SUAM), GRIF funding, time & effort reporting, and other Chancellor’s Office guidelines for grant administration.

Facilitators: Jody Nicole Garoutte (AA/S, College of Arts, Humanities & Social Sciences, Humboldt State) & Laurice Young (AA/S, College of Natural Sciences & Mathematics, Sacramento State)

Open discussion lead by two seasoned RTP veterans from Humboldt and Sacramento.  Attendees are asked to bring their campuses Master Calendar of RTP Deadlines, any FAQ’s distributed to faculty on putting together WPAF’s; FAQ’s for Faculty Promotion (after receiving tenure); Post-Tenure Review process suggestions, etc.  Attendance will be held to a small group to facilitate meaningful discussion, so register early.

Facilitators: Nelson Horn (Executive Assistant to the Dean, College of Business, CSU Long Beach) & Thomas Matlock, CGMP (Executive Assistant to the Dean, College of Business Administration, Sac State)

Nelson Horn will discuss Commencement: planning, pleasures and pitfalls - observations and suggestions. Thomas Matlock will discuss event planning for the College of Business Administration.

Facilitators: Mike Suess (AVP, Academic Personnel, Cal Poly San Luis Obispo), Margy Merryfield (Senior Director, Academic Human Resources, Chancellor's Office), Natalie Van Beek (Faculty Personnel Manager, Faculty Affairs & Records, CSU Fullerton), Antoinette Roberts (FAR CMS Analyst, Faculty Affairs & Records, CSU Fullerton), & Bunny Casas (AA/S, College of Humanities & Social Sciences, CSU Fullerton)

We will discuss policy and contract issues surrounding SSIs and 3-year appointments for temporary faculty. CSU Fullerton will present SSI eligibility and 3-year appointments from a division, college, and CMS point of view.

Presenters: Janice Mirza (Senior Director, Office of the University Auditor, Chancellor's Office), Rodney Rideau (Director of the Budget, Chancellor's Office), & Franz Lozano (Internal Auditor, San Francisco State)

Panel of campus and Chancellor's Office representatives will discuss the appropriate uses of CSU Funds, give a brief history on how these funds were originally set up, their purpose, and how allocations from the CO are determined. The panel will also discuss campus audits, including when and how disbursement of these funds are audited.

Presenters: Edith Winterhalter (Budget Analyst, Academic Resources & Planning, CSU Northridge), Daniel Vaughn (Coordinator of Academic Resources, College of Engineering and Computer Science, CSU Northridge), Vincent Chavez (Accounting Technician III, Academic Resources and Planning, CSU Northridge) & George Yelland (Director Data Warehousing, CSU East Bay).

CSU Northridge will present a demo on an Excel-based template designed to calculate, on a semester basis, part-time costs, FTES generation, faculty workload, and full-time to part-time faculty ratios. This template is useful for planning schedules for the upcoming term and assigning faculty to sections as well as tracking actual schedule performance against initial projections. Cal Poly SLO will show us how new Business Intelligence tools coupled with Point in Time snapshots of key enrollment data residing in a data warehouse can help with more timely accurate enrollment planning and forecasting.

The design of the Office of the Chancellor facility skillfully weaves themes from the ocean side locale with CSU history and mission, and integrates what this University is and does with the building where Chancellor's Office staff work. Come see the front landscape of the Chancellor’s Office and get a group picture around your campus’ icon.
